The Government have recently reiterated to Landlords that PAT comes under the Health and Safety Executive. The Electricity Act work regulations 1989 require any electrical equipment that has potential to cause injury is maintained in a safe condition, though has not specified any frequency.
So Although PAT Testing is not a legal requirement as such, it is recognised as the standard way to meet the required legal obligations of Electricity at Work regulations 1989, Health & Safety in the Workplace 1974, Provision and Use of Work Equipment regulations of 1998 and the Management of Health and Safety at Work regulations 1999.
